Впервые упоминается в летописи под 1098 как город «на Въстри». Основан великим князем киевским Владимиром Мономахом под названием Городец (позднее город перешел его сыну — князю Юрию Долгорукому — основателю Москвы). <br />

«Въ лєто 6606 (1098) заложи Володимєр градъ на Въстри Црквь жє при нєм стаго Михаила каменну, а вєрхъ ся дрєвомъ нарублєнъ» (Ипатиевская летопись). <br />

Остер был крепостью Переяславского княжества для защиты Киевской Руси от половцев, в 1240 году разрушен монголо-татарами. Впоследствии тут возникло поселение, названное Старым Остром, или Старогородкой. В начале XIV века ближе к Десне возникло новое поселение под названием Остер. С 1356 Остер — под властью Великого княжества Литовского, а после Люблинской унии 1569 — Польши. В 1648 г. Остёр был отвоёван [[Хмельницкий, Богдан Михайлович|Богданом Хмельницким]] и стал сотенным городком Переяславского полка. С 1654 Остер — в составе Российского государства. Городку были предоставлены магдебургское право (1662) и герб. В 1663 после тяжелых боев польские войска овладели Остром, но в феврале 1664 при поддержке местного населения были выбиты казацкими и российскими полками. После Андрусовского перемирия (1667) остерская сотня отошла к Киевскому полку. После создание наместничества (1782) Остер — уездный город киевского наместничества, с 1797 — заштатный город Малороссийской губернии, с 1802 — Черниговской губернии, с 1803 — уездный город Черниговской губернии. В XVIII веке земельные владения вокруг Остра стали собственностью князя А. А. Безбородко. Землями этой местности владели также представители казацкой старшины — Забилы, Закревские и другие. Жители Остра были известными мастерами резьбы по дереву; в 1758 года мастер Я. Подлесский с помощниками изготовил 7-ярусный иконостас для Успенского собора в Брянске. <br />

На территории Остра и на его окраинах выявлены поселения эпохи бронзы (2 тыс. до н. э.) и городище с посадом периода Киевской Руси (X—XIII в.). Также в Остре находится архитектурный памятник конца XI века (1098 г.) переяславской архитектурной школы — Юрьева божница (сохранилась лишь восточная часть) — одноапсидный храм с 4 столпами, образующими в плане вытянутый прямоугольник. В апсиде — фрески (между 1098 и 1152). <br />
