По горной части [[Крым]]а и [[ЮБК|Южному берегу]] к 80 годам было проложено 56 всесоюзных и республиканских туристских пешеходных и более 400 экскурсионных маршрутов, по которым ежегодно проходило около 300 тыс. плановых туристов и около 9 млн. экскурсантов.<br />
<br />
Туризм как активный отдых и вид спорта получил общее признание и стал массовым только в советское время. Летом 1923 г. возобновляет свою работу Российское общество туристов (РОТ), в [[Ялта|Ялте]] открываются частные экскурсионные конторы и бюро. <br />
<br />
Крымское общество естествоиспытателей и любителей природы, председателем которого стал известный ботаник [[Е.В. Вульф]], приступает к изучению Крыма и прилегающих районов «в естественно-историческом отношении и популяризации знаний». В состав правления входили геолог Н. Н. Кле-пинин, климатолог Н.А. Лоидис, ботаник А.А. Яната, зоолог И. И. Пузанов, санитарный врач С.А. Дзевановский и др. Члены общества внесли неоценимый вклад в исследование природных ресурсов полуострова, дали рекомендации по их использованию. <br />
<br />
При обществе плодотворно работали комиссии по охране природы и секция крымоведения, которая занималась организацией экскурсий по Крыму, разработкой маршрутов, подготовкой руководителей экскурсий. <br />
<br />
В 1923—1925 гг. активизируется туристско-экскурсионная работа профсоюзов. При Крымском совете профсоюзов создается Бюро рабочих экскурсий ([[Симферополь]]) и организуется Крымское экскурсионное бюро (КЭБ) при «Содружестве крымских культурных работников», а также Бюро экскурсий при Политпросвете в Севастополе. <br />

В это время в Крыму получает распространение автомобиль, который вытесняет линейки и фаэтоны. Акционерное общество «Крым-курсо» наряду с перевозками пассажиров практикует автоэкскурсии по Крыму с оплатой по твердо установленной таксе. Общество владело 57 автобусами и 31 легковой машиной. <br />
<br />
Перечисленные экскурсионные организации обслуживали туристов, прибывавших в Крым преимущественно по путевкам или по заявкам предприятий. Основная же масса отдыхающих, приезжавших в отпуск или на каникулы, вынуждена была пользоваться услугами частных контор и бюро. В одной Ялте их насчитывалось более 15, и между ними шла конкурентная борьба за клиентов. <br />

Почти десять лет шли поиски наиболее рациональных организационных форм туристско-экскурсионной работы.<br />
В 1926 г. при Наркомпросе [[РСФСР]] было создано Объединенное экскурсионное бюро (ОЭБ), куда вошли Бюро дальних экскурсий Института методов внешкольной работы, Экскурсионное бюро при Главполитпросвете и Экскурсионное бюро при музейном отделе Главнауки. Объединенное экскурсионное бюро просуществовало недолго, уже ь конце 1928 г. оно было ликвидировано, так как в стране появилось акционерное общество «Советский турист» («Совтур»). Это общество окончательно вытеснило частные туристские конторы и бюро.<br />

«Совтур» использовал в Крыму пять маршрутов, продолжительностью от 10 до 20 дней. В основном они были комбинированные — пешеходно-автомобильно-морские. Общество имело свои турбазы, или, как тогда их называли, Дома туристов, сезонные приюты в [[Краснолесье]], Соколином, на [[Ай-Петри]] и в других местах, арендовало гостиницы во всех городах Крыма. На свои маршруты общество «Совтур» распространяло платные путевки. Однако создание акционерного общества «Советский турист» не решило проблемы самодеятельного туризма, а с ростом благосостояния трудящихся количество приезжающих в Крым без путевок увеличивалось с каждым годом.<br />

В мае 1928 г. в Москве состоялась первая конференция самодеятельных туристов. На базе Российского общества [[турист]]ов (РОТ) было создано Общество пролетарского туризма (ОПТ). Первичной основой общества стали туристские секции на заводах и фабриках, в учебных заведениях и частях Красной Армии. По всей стране создавались городские и районные советы общества. На следующий же год такие советы появились в Симферополе и Ялте. Общество пролетарского туризма вело борьбу с акционерным обществом «Совтур», которое игнорировало туристскую Работу с местным населением и не признавало самодеятельный туризм. В марте 1930 г. произошло слияние ОПТ с обществом «Совгур» и возникла единая туристско-экскурсионная организация — Общество пролетарского туризма и экскурсий (ОПТЭ). В это время усиливается роль профсоюзных спортивных обществ, занимающихся развитием физической культуры и спорта в низовых коллективах — на предприятиях и учебных заведениях. Туризм и альпинизм оказались оторванными от общей системы физического воспитания и спорта. Поэтому в 1936 г. ОПТЭ ликвидируется, а вся туристско-экскурсионная работа передается ВЦСПС —его специально созданному управлению. На местах появляются территориальные туристско-экскурсион-ные управления (ТЭУ).<br />

Накануне Великой Отечественной войны Крымское ТЭУ имело 12 Домов туриста, использовало 10 всесоюзных маршрутов продолжительностью от 10 до 21 дня и 22 местных маршрута, рассчитанных на 1—5 дней. Туристский сезон длился с мая по ноябрь. ТЭУ организовывало пешеходные, автомобильные и морские экскурсии и прогулки.<br />

В годы войны местные турбазы и приюты были сильно разрушены. Но уже в 1946 г. турбаза в Ялте приняла первых послевоенных туристов. В этом же году во многих городах стали работать местные экскурсионные бюро.<br />

В 1962 г. произошла реорганизация туристско-экскурсионного управления ВЦСПС. На его базе создается Центральный совет по туризму, а на местах — республиканские и областные. Крымское ТЭУ становится Крымским областным советом по туризму, которое стало называться советом по туризму и экскурсиям. По горной части Крыма и Южному берегу к 80 годам было проложено 56 всесоюзных и республиканских туристских пешеходных и более 400 экскурсионных маршрутов, по которым ежегодно проходило около 300 тыс. плановых туристов и около 9 млн. экскурсантов. <br />

С природными, археологическими, военно-историческими памятниками Крыма знакомят курортников и отдыхающих 8 бюро путешествий и экскурсий, а в п. г. т. Судак — экскурсионное бюро. Они проводят одно- и двухдневные пешеходные и автомобильные групповые экскурсии, а также организуют путешествия по стране (в поездах, самолетах) и круизы по [[Черное море|Черному морю]].<br />
